Hand flags are usually made from a light polyester fabric or a coated paper, sized to sit comfortably in one hand and wave without tiring the arm. Fabric flags feel more premium, survive rain and reuse, and photograph richly, which suits brand activations and repeat events. Coated paper is the budget option for single-use giveaways where every unit counts. The stick length is matched to the flag so it balances well when waved — too heavy a flag on too short a stick tips forward and looks limp on camera.
