The name comes from that L-frame, which is the defining feature: because the flag is supported on two edges rather than hanging free from one, the whole rectangle stays extended and every part of the design is visible whether or not there is a breeze. This distinguishes it from a sail or feather flag, which tapers and relies partly on wind to open.
