Is Arabic mandatory on shop signs?

Yes, and it cannot be smaller than the English. UAE municipalities require public-facing shop signage to display the trade name in Arabic, sized equal to or larger than the Latin text. This is not a design preference, it is a compliance rule, and inspectors check it.
